Charities and Gambling Under the Ohio Revised Code and the Hilliard City Code, certain charitable organizations are permitted to hold “festivals” and conduct “games of chance” to raise money for their respective charity. These events, sometimes referred to as “Texas Hold’em Tournaments” or “Monte Carlo Nights”, have become very popular in the recent years. Unfortunately, this has resulted in some individuals taking advantage of the events for personal gain in violation of City and State laws. The laws regulating these events are numerous and complex. In addition, local jurisdictions, including Hilliard, have adopted regulations that are more stringent than the Ohio Revised Code. For example, the City of Hilliard requires charities to complete an application and register with the City at least 30 days before an event can be held. In addition, the City of Hilliard prevents minors (under 18), felons and those convicted of thefts or gambling offenses from operating or assisting in the operation of a “game of chance”.
