Greater Hayden Run Village Traffic Calming Study
In the Spring of 2005, following the closure of the Avery Road/Hayden Run Road intersection for reconstruction, the City of Hilliard commenced traffic data collection and increased police patrol of the area, particularly on Davidson Road between Leppert Road and Avery Road . In response to requests from residents to install “speed bumps” along Davidson Road , the Greater Hayden Run Village Traffic Calming Task Force was formed to provide a forum to discuss the issues with area residents, safety officials, school transportation officials, and traffic engineering officials.
The Task Force consists of representatives from the City of Hilliard Administration and Engineering Department, City of Hilliard Police Department, Norwich Township Fire Department, Hilliard City Schools Transportation Department, and residents of the Hayden Run Village , Brixston, Hilliard Estates, and Fox Hollow subdivisions.
Speed and traffic volume data have been collected by the Hilliard Engineering Department at numerous locations throughout the Greater Hayden Run Village area from April 2005 through September 2005. In comparing the data collected in 2005 with historic speed and volume data collected in this area from 1999 and 2000, traffic volumes have increased significantly but speeds have remained consistent. Recent speed data obtained from the Hilliard Police Department through the use of a speed trailer and individual patrol monitoring is also consistent with historic speed data obtained by HPD from past years.
Based on the findings from the traffic study and the standards established in the City of Hilliard Neighborhood Traffic Calming Program for the installation of traffic calming devices, traffic calming measures were not warranted in the Greater Hayden Run Village area in 2005.
The City of Hilliard collected additional speed and traffic volume data in the Spring of 2006 after the improvement at the intersection of Avery Road and Hayden Run Road was completed and opened to traffic. Based on the traffic data collected in April 2006, several streets within the Greater Hayden Run Village area fall within the "Possibly Warranted Street" category. This means that the streets are borderline for consideration for the installation of traffic calming devices. In accordance with the City of Hilliard Neighborhood Traffic Calming Program, the Director of Public Service and the Director of Public Safety will determine whether the streets will proceed to Step 3 of the study process.
