Finance Department The Department of Finance’s responsibility is to safeguard, maintain the accountability and integrity of the City’s funds and fiscal management. The City’s financial stability has benefited from the “Aa3” rating from Moody’s Investors Services.The City prepares a Comprehensive Annual Financial Report (CAFR) and has received the Certificate of Achievement for Excellence in Financial Reporting for the last eight years (1991-1998). 1999 CAFR is currently being reviewed. The Certificate of Achievement is a prestigious national award recognizing conformance with the highest standards in state and local government financial reporting. The City is audited annually by the Office of the Auditor of State. The annual audit serves to maintain and strengthen the City’s accounting and budgetary controls.
