Finance Department The Finance Director, per City Charter, is the fiscal officer of the City and serves the Mayor and City Council as financial advisor in connection with municipal affairs. The Finance Department pays the City’s bills, issues debt, collects income tax through the Regional Income Tax Agency, prepares the budget and prepares the Comprehensive Annual Financial Report.
