Open Meetings The City of Hilliard by City Charter does not hold executive session meetings. All meetings are open to the public and comply with the State of Ohio Sunshine Open Meeting Law practices. Form of Government The City of Hilliard by City Charter has the Mayor-Council Plan of government.
