Civil Service Commission

The Civil Service Commission has been established and acts under the general laws for the state of Ohio applicable to civil service commissions. Any changes to the Civil Service Commission shall be by ordinance and be adopted by a two-thirds majority of City Council members present and voting, as well as approved by the Mayor. Current members include: Chair, Robert Domer; Sharon Boerner; and Charles Wilson. Their secretary is Teresa Kohan.
This Commission was established when Hilliard gained city status in 1953 in compliance with Ohio Laws and for the purpose of administering open competitive testing for Classified Positions of Employment in the City of Hilliard and the Hilliard City School System.
This Commission is composed of three (3) Part Time Commissioners and a Part Time Secretary. The Secretary is not a voting member. Operations of the Commission are governed by the Ohio Revised Code, Chapter 124 et al., with modifications by the City Council as permitted under a Charter City Rule. The Commissioners are appointed by the Mayor for a six (6) year term by State Law.
The Commission’s primary duty is to provide open competitive testing to the public for any “Classified” (non-professional) general labor positions of employment within the City of Hilliard and the Hilliard City School System. Tests for these positions are only administered when the Commission is notified of vacancies and no valid eligible list of candidates for the position exists. When tests are to be conducted, candidates for the positions are required to complete a Civil Service application for employment and must meet minimum position requirements as established for each job classification by the City Administration and/or the Hilliard City School System.
Candidates meeting the minimum job requirements and passing the open competitive test are then ranked in test score order from top to bottom on an eligible list for hiring. A minimum of ten (10) names is submitted from the eligible list to the City Administration or School Administration for interviewing and selecting a person for the current position opening. An eligible list for hiring is in force for a minimum period of one (1) year, with authority granted by law to the Commissioners to extend this eligible list of candidates up to a period of two (2) years.
It is the purpose of the Commission to provide the public opportunities for employment to qualified persons without regard to political affiliations and on a non-discriminating basis.
Listing of job opportunities in our fast growing City and School System can be found through public notice advertisements in local newspapers when vacancies occur and testing necessary.
