Board of Zoning Appeals The BZA consists of seven members who serve five-year terms and are appointed by City Council. The board rules on variances to the City's Zoning Code such as setbacks for decks and fences. Members : O'Neal Saunders – President Thomas Grove – Vice President Barbara Rushley – Secretary Brent Gilmore Frank Moeller Dean Worthington Charles Boshane Bill Uttley– City Council Representative The Board of Zoning Appeals meets the third Thursday of each month at the Hilliard Municipal Building, 3800 Municipal Way, at 7:00 p.m. unless otherwise advertised. The Board may or may not issue a ruling for each application at that hearing, if a case is tabled or continued.
