Planning Department The Planning Department has a variety of responsibilities encompassing zoning and development within the City. The planning staff reviews development proposals, variance requests, rezoning of property, architectural changes within the Old Hilliard District, and conditional use applications.  The planning staff also functions as administrative support to the Planning and Zoning Commission, Board of Zoning Appeals, and City Council on zoning and development issues.
